Impact Kentucky Working Conditions

The 2020 Impact Kentucky Survey, formerly the TELL Kentucky survey, was the fifth statewide survey of certified educators in Kentucky. The survey instrument this year was updated to be shorter, more relevant, and more focused on what matters most to educators. Panorama Education administered the anonymous, full-population survey to all school-based licensed educators January 13 - February 21, 2020. Over 43,000 educators in the state responded (85%), surpassing the previous participation record set in 2017 by over 1,500 responses.

The Survey Content

The 2020 Impact Kentucky Steering Committee partnered with the KDE in the re-design of the survey this year. The steering committee was comprised of teachers, principals, superintendents, parents and various education stakeholder groups from across the Commonwealth. 

The committee provided guidance and perspective in the development of the survey and its implementation. The 2020 Impact Kentucky Working Conditions survey was comprised of the following topics:

  • Professional Learning*
  • Feedback and Coaching*
  • School Leadership*
  • Staff-Leadership Relationships*
  • School Climate*
  • Resources
  • Managing Student Behavior
  • Educating All Students

*These topics include national benchmark comparisons.

Survey Administration

In order to provide anonymous access to over 43,000 educators across the commonwealth, we relied on school-based survey coordinators.


  • October: Steering Committee meets to finalize survey content for Kentucky educators.
  • Early November: KDE informs districts of new survey name and timeline.  
  • Mid-November: Districts email school-based decision-making committees to identify school survey coordinator from among faculty.
  • December: School survey coordinators participate in survey coordinator webinar, providing overview of survey program and resources available to them.


  • Early January: School survey coordinators receive access code letters via email for their colleagues. They download, print and distribute them to eligible faculty members.
  • January 13 - February 21: School survey coordinators and others monitor response counts for schools, encouraging participation.
